Federalism is a system of government in which powers are divided between the center and its constituent parts such as states or provinces. It is an institutional mechanism to accommodate two sets of politics, and many times it leads to conflict due to which the common man suffers. The central government’s initiative of Ayushman Bharat to provide welfare policies, schemes, and universal health coverage was hindered by some states, for example, West Bengal refused to join the scheme, leaving many beneficiaries out of the services. went.
For a decade, a kind of politics has been going on in the country’s politics in a different way, due to which the people sitting in big positions have to struggle for their rights on small matters. The states having a government of different parties from the center often complain that such-and-such work is stuck here. Because there is a different party’s government at the center. That’s why getting stuck in the work file is just an excuse, the politics behind it is something else.In the new education policy, the central government wants uniform standards of education across the country to ensure access and equality of education across the country, it was opposed by some states, and it affects the loss of overall education to the common man. The recent Agriculture Acts in the agricultural marketing sector allow farmers to sell their produce outside the Agricultural Produce Market Committee (APMC) and are aimed at promoting inter-state trade. State reluctance to adopt the model APMC Act as well as the lack of an integrated agriculture market and lack of enthusiasm to join the e-NAM platform limit the Centre’s capabilities in aiming to double farmers’ income by 2022.
Looking at Aadhaar-based schemes, the West Bengal government’s case was filed in 2017 challenging the validity of the ‘Aadhaar Act’ under Article 32 of the Constitution. These activities throttled the Aadhaar-based development plans. There have been allegations and counter-allegations by states and the Center regarding the efficacy of the national lockdown during the pandemic. The policy must be held accountable for oxygen and hospital infrastructure, as it affects the welfare of the people as a whole. The central government itself is appointing its people to big posts in the state through the governor. This is the reason why the state governments are facing hurdles in their work.
After the initial challenges of the pandemic, the central government provided enough space and autonomy to the states to strengthen their health facilities, manage local lockdowns and implement social protection measures to mitigate the impact of the pandemic. West Bengal, Delhi, Telangana, and Odisha were among the states that were left out of the Ayushman Bharat program, a better entitlement-based health scheme. The National Education Policy was seen by the Government of Tamil Nadu as a policy against social justice, federalism, pluralism, and equality. According to some opposition-ruled state government farmers, the law was designed for big corporations that want to dominate Indian food and agribusiness and will undermine the negotiating power of farmers. Inter-state tribunals, NITI, and other informal bodies have acted as channels of consultation between the Centre, States, and Union Territories in such situations.
These bodies have been instrumental in democratically dealing with difficult issues through consultations while maintaining the spirit of cooperation between the Union and the States. Politically motivated fights should be shunned and should not be misused by institutions. Instead, determined efforts should be made to resolve them within the political arena. States should keep themselves restrained while ignoring the implementation of central laws, if this is done then it can lead to the collapse of the constitutional machinery. Overall, the conclusion is that having different party governments in the center and the state means an imbalance in development and a tug of war for publicity. The voter standing between them means the common man is the sufferer of the loss due to the distribution of work in the central and state federal structure.
The government is trapped in the competition of publicity and those who have to live and work in their midst are not even asked what they think is right. This is democracy. The present democracy is nothing more than giving a license to arbitrariness for five years after voting once. The voice raised in the Anna movement was right and the recall was probably lost somewhere.
