The Telangana BC Commission invited opinions, questionnaire, modalities and methodologies on caste survey from subject experts. The Government of Telangana has decided to conduct socio-economic caste surveys in Telangana. Already the government has issued GO Ms No. 26 for caste survey. In this connection the government has issued a memo to the BC Commission asking it to prepare a detailed action plan and to evolve methodology, modalities, questionnaire and other related issues.
Deliberations were held on Monday with subject experts, sociologists, caste leaders, public associations, NGOs, etc.
The delegation of people’s committee on caste census met the BC Commission chairman Dr Vakulabharanam Krishna Mohan Rao, Member Secretary B. Bala Maya Devi, IAS, and Members of the Commission Ch. Upendra, Shubhpradh Patel Nooli, K. Kishor Goud, submitted a detailed representation along with relevant documents and research papers. The delegation comprised of Justice Chandra Kumar, Prof. Murali Manohar, Prof. PL Vishweshwar Rao, Akunuri Murali (retd IAS), Prof. I. Thirumali, Prof. Simhadri, Prof. Padmaja Sha, Prof. Narendra Babu, Dr S. Prithviraj, Devalla Sammaiah and Satish Kotte. This brainstorming session was conducted at the state BC Commission office in Hyderabad.
The experts shared their experiences in detail and they suggested that socio–economic, educational, employability, political aspects from a scientific angle and the survey has to take place in all verticals and horizontals. They discussed the recent caste surveys which were conducted in various states like Andhra Pradesh, Bihar and Karnataka. In these states while the survey was being conducted, there were some legal and technical hurdles, hence it was also discussed about how to overcome them.
A discussion had taken place before the commencement of the session by the chairman of the BC Commission Dr. Vakulabharanam who narrated various technologies, tools, methods, softwares, processes, procedures, case studies and operations were shared with the team and also explained SECC-2011 (socio economic caste census-2011), Tamil Nadu’s Ambha Shankar, Sattenathan, Justice Janardhanam and karnataka H. Kantha Raja Commission reports. The survey methodologies were explained in depth and he laid down a future road map for the Telangana caste survey.
The Commission earlier discussed these issues with reputed institutes like ASCI, CESS, CGG,CSD, Bureau of Economics and Statistics Department and will be discussed once again. The work done by BC Commission till date was also explained to the team which appreciated the team’s dedication, diligence and out of box thinking.
Very soon in connection with the action plan the commission is going to invite all the representatives of caste associations, community leaders, NGOs, social scientists, anthropologists, linguistic experts for their advice and suggestions, Vakulabharanam said in a statement.
