In a bid to improve citizen services in the transport department, the government has computerized all the services of the department. Citizens are provided with services by following the Citizen’s charter. 59 citizen services are made online with a provision to make an online payment and a slot system is followed for all services. All services of the Department are made online. On average 33,000 transactions take place every day in the transport offices of the State.
The Transport Department plays a key role in issuing driving licenses, Registration of Vehicles, Issue Permits, Collection of Tax, Enforcement of Vehicle Violations, and Promotion of Road Safety. The total vehicle strength in Telangana as on 21.07.2022 is around
1.47 Crores and the revenue collected this year so far is Rs.1615 Crore whereas last year it was Rs.868 Crore only. Trans- port Department Collects revenues from the issue of driving licenses, registration of motor vehicles, permits, and taxes.
Computerization has enabled faster access, greater transparency, and accountability. To further increase the transparency in service delivery, the department has decided to rely more on m-Governance through a project called Anywhere Anytime online Services in the Transport Department where the citizen who wants to avail of certain RTA Services need not visit RTO Office.
Further, the RTA application has been integrated with T-App folio which is a mobile app developed by Govt. of Telangana for Citizen Services. Artificial Intelligence-based Live- ness Detection to check whether the Photo received through the smartphone is that of a real person and not a Photo of a Photo. Machine Learning-based Entity Resolution to Check the Demo- graphic attributes like name, father’s name, date of birth, and address.
Deep Learning-based Photograph comparison to compare the two photographs. The Project was launched and made operational in a phased manner starting with 5 Services on 24-07-2020, 6 more services added on 02-09-2020, and 6 more on 02-01-2021 totaling 17 Services. So far 1,13,115 transactions have been recorded under Anywhere Anytime online services.
Presently, the online services with regard to ANYWHERE ANYTIME are 1) Issue of Duplicate Learner Licence 2) Issue of Duplicate Licence 3) Issue of Badge 4) Issue of Smart Card in lieu of Surrender of Existing Driving Licence 5) Issue of History Sheet for Licence 6) Renewal of driving license 7) Change of ad- dress in Driving Licence 8) Endorsement of hazardous Licence 9) New Learner license in place of expired Learner license 10) Learner license for the addition of class of vehicle 11) Issue of Learner license for expired Driving license 12) Change of Address in Registra- tion Certificate 13) Issue of Clearance Certifi- cate within the State of Telangana 14) Issue of New Permit 15) Issue of Duplicate Permit 16) Renewal of Permit 17) Issue of Temporary / Special Permit.
