Workers under the Employment Guarantee Scheme have received welcome relief after the government introduced changes to address technical issues in attendance recording. The decision aims to ensure that workers do not lose their wages because of network problems or mobile application failures at worksites.

The National Mobile Monitoring System application used for attendance tracking will now allow an offline mode. Workers attendance and photographs can be recorded even without network connectivity and later uploaded once signal becomes available.

Officials said the recorded data must be uploaded within two days after the muster roll period ends. This flexibility will be especially useful in remote villages where mobile signals are often weak or unavailable.

The revised guidelines also allow attendance to be marked using another device if the mobile phone of a mate or field assistant stops working. In such cases the Janmanrega application can be used to capture geo tagged photographs after obtaining approval from the concerned program officer.

The new rules also address difficulties faced by workers with disabilities. Earlier the system required eye blink verification during face authentication which made it difficult for visually impaired workers to register attendance. Now workers who provide disability certificates will be allowed to mark attendance using a regular photograph.

In addition the government has provided relief for workers facing delays in electronic verification. If a worker is eligible but electronic KYC is pending due to technical issues authorities can still permit them to work after verification by officials.

Officials have directed that pending attendance records must be cleared within fifteen days. If the delay continues beyond that period the system may permanently reject the data. The reforms are expected to improve transparency while ensuring that genuine workers receive their rightful wages without interruption.
