Across Telangana, newly elected Sarpanch leaders are stepping into office with hope and ambition. However, instead of launching new development projects, many are finding themselves burdened with unpaid bills left behind by previous administrations.

The central government recently released Fifteenth Finance Commission funds directly into gram panchayat accounts, offering what initially appeared to be financial relief. But that relief has been short lived. State authorities have directed that pending payments for works completed during earlier terms must be cleared using the current funds.

These pending dues include payments for projects such as crematorium facilities, cement concrete roads and other infrastructure works. As a result, most of the allocated money is being diverted toward settling old liabilities rather than funding new initiatives.

Several Telangana Sarpanch representatives say they are being forced to shoulder responsibility for decisions made before they assumed office. Contractors who completed earlier projects are now pressing for their payments, creating additional pressure at the village level.

The situation is also affecting basic civic services. Though funds are credited to local bodies, the obligation to clear old bills may leave little money for sanitation, street lighting and drinking water supply. Analysts warn that unless separate provisions are made to address past dues, rural development could slow down significantly.

New leaders who hoped to bring visible change now face the risk of public dissatisfaction, even though the financial constraints are beyond their control.
